Catalog Description

Enrolled Agent Preparation Program Certificate of Achievement is designed to provide students with a solid base of knowledge and skills to allow them to work in the field of taxation. The classes are tailored to meet the exam requirements to be licensed as an Enrolled Agent (EA). In addition to the specific knowledge and skills needed to understand and apply the tax code to different entities, students will also gain an understanding about the responsibilities of an EA.

Students are projected to take approximately 12 months to complete this certificate.  Classes are expected to be offered beginning fall 2025 with the first certificate of achievement completed during the spring 2026 semester.   With an annual growth rate of 10%, the projected number of students to earn certificates is as follows.

Program Goal

Enrolled Agents are tax professionals certified and licensed by the Internal Revenue Service (IRS) to represent taxpayers. They may practice before the IRS in all matters connected with taxation related to clients’ rights, privileges, and laws or regulations administered by the IRS.  They may also practice anywhere in the United States. This certificate prepares students for entry-level positions and promotional opportunities in the field of taxation accounting. Students gain a foundation in all types of taxation issues in preparation to sit for the IRS Enrolled Agent Exam. The IRS Enrolled Agent Exam is administered by Prometric, an educational testing service.


The Certificate of Achievement proposal follows the recommendations of the CCC Accounting Program Advisory Committee.


Per Labor Market Scan Report for the Fresno, Kern, and Kings Counties dated March 2023 by the Central Valley/Mother Lode Center of Excellence, bookkeeping, accounting, and auditing clerks are examples of occupations that have the most annual job openings (712 jobs) and are generally well paid (page 5).  Tax accounting is included in this category. The number of annual openings for tax preparers is 66, which is 5% growth rate from 2020 to 2025.


The certificate of achievement in the Enrolled Agent (EA) Preparation Program is career-technical-education (CTE), TOP Code is 050210 – Tax Studies.


Program Learning Outcomes

A student who successfully completes this certificate of achievement will be able to:

  • Prepare tax returns for individuals, businesses, and partnerships.
  • Apply IRS (Internal Revenue Service) code to determine income, expenses and other credits/deductions.
  • Implement the filing requirements, and documentation needed by the IRS for different entities.
  • Utilize the proper authority, responsibility and due diligence of an Enrolled Agent.
