The Certificate of Achievement and Associate of Science in Emergency Medical Services Management program is designed to equip students with the skills and knowledge necessary to take on leadership and administrative roles within the EMS field. This program integrates core EMS clinical education with essential principles of business, management, and organizational leadership. Students will engage in a comprehensive curriculum that combines classroom instruction, hands-on training, and real-world application. They will develop expertise in managing EMS operations, financial and resource planning, personnel oversight, and quality patient care systems. Graduates of the A.S. in EMS Management program will be well-prepared to navigate the complexities of an evolving healthcare landscape. They will be capable of leading EMS organizations, enhancing service delivery, and driving continuous improvement in pre-hospital care.

This is a new certificate. We anticipate ten graduates in the first year. Moving forward we anticipate the number of graduates to increase.

Program Goal

The Associate of Science degree in Emergency Medical Services Management is designed to meet both occupational and educational advancement goals by preparing students for employment as competent EMS leaders while also offering a pathway for academic transfer to bachelor's degree programs in health sciences or public safety. The program’s goals and objectives focus on developing advanced clinical skills, critical thinking, ethical decision-making, and effective communication—core competencies essential in emergency medical care. Students gain the foundational knowledge necessary to pass national certification exams and meet state licensure requirements, ensuring their readiness for immediate entry into the workforce. In addition to occupational preparation, the program promotes lifelong learning, civic responsibility, and public health awareness by emphasizing the role of EMS professionals in community health, disaster response, and patient advocacy. This program is regionally aligned with workforce needs, responding to the ongoing demand for skilled EMS leaders in both urban and rural healthcare systems.

Program Requirements Narrative

The Certificate of Achievement in Emergency Medical Services (EMS) is designed to provide students with the foundational knowledge, skills, and practical experience needed to succeed as emergency medical technicians (EMT) and other entry-level EMS professionals. This certificate program prepares students to deliver pre-hospital emergency care in a variety of emergency medical situations, ensuring they are ready to meet the demands of the fast-paced and high-pressure EMS field. Students will be prepared to take the National Registry of EMT (NREMT) certification exam and pursue a career in EMS, either as an EMT or in other related fields, such as paramedics, fire departments, or emergency care units. Graduates will be equipped with the skills to provide high-quality patient care, communicate effectively with emergency teams, and work under stressful conditions to make quick, life-saving decisions.

This will be the first A.S. degree in EMS Medical Services Management offered in California.

There is no known college in the Bay Area offering a Emergency Medical Services Management A.S. However, Foothill, Las Positas, and San Francisco Community Colleges all offer an A.S. in Paramedicine. The certificate is a feeder into the A.S. Degree.
