Public Safety Management

The Bachelor of Science in Public Safety Management prepares students for leadership and management roles within law enforcement and public safety organizations. The program emphasizes applied leadership skills, data-informed decision-making, and operational management practices required to lead modern public safety agencies, including strategic planning, organizational leadership, personnel management, budgeting and financial decision-making, policy implementation, technology integration, and community accountability.

The degree requires completion of a minimum of 121 semester units, including 60 lower-division units and 61 upper-division units. The upper-division curriculum consists of core coursework in public safety management, upper-division general education courses, a required work experience course, and one approved upper-division elective course that supports advanced leadership and management development in public safety organizations.

The required work experience course provides students with structured, supervised application of public safety management principles in a professional setting.

The program culminates with a capstone course in which students apply management principles to a real-world public safety problem, organizational challenge, or policy initiative within a public safety agency.

Admission to the Bachelor of Science in Public Safety Management requires completion of an associate degree from a regionally accredited institution.

Applicants must meet one of the following preparatory pathways:

1. Completion of an Associate of Arts or Associate of Science degree in Administration of Justice, Modern Policing, Criminal Justice, Homeland Security, Emergency Management, or a closely related discipline; or
2. Completion of an Associate of Arts or Associate of Science degree in any discipline in combination with a Basic POST Certificate.

Applicants who do not meet these preparatory pathways may be required to complete additional lower-division coursework in criminal justice or public safety to ensure readiness for upper-division study, as determined by the program.

Students with significant professional experience in law enforcement or public safety may also be eligible to receive Credit for Prior Learning (CPL) consistent with Santa Ana College and California Community Colleges policies.

Because promotional opportunities within these agencies are typically filled through internal recruitment and promotion processes, program participation will largely consist of incumbent workers returning to complete a bachelor’s degree to support career advancement.

Based on current enrollment trends in the Santa Ana College Administration of Justice program, the size of the regional law enforcement workforce, and anticipated demand from working professionals seeking promotional advancement, the college projects the following annual program completers:

• Graduates of Santa Ana College’s Administration of Justice and Modern Policing associate degree programs
• Current law enforcement officers and public safety professionals seeking promotional advancement
• Professionals employed in corrections, emergency management, and related public safety agencies

Regional labor market data indicate approximately 2,648 annual openings in related public safety supervisory and management occupations across Los Angeles and Orange counties, with projected employment growth of approximately 8–11 percent over the next ten years.

While job posting data alone may underrepresent workforce demand due to the prevalence of internal promotion within public safety agencies, the proposed program will provide an accessible pathway for incumbent professionals to complete a bachelor’s degree that supports advancement into supervisory and command-level roles.

The program’s projected completion levels are intentionally conservative and reflect both regional workforce demand and the specialized nature of public safety management career pathways.

Students also complete 6 units of major electives, allowing them to further develop expertise in specialized areas of public safety management and administration.

The program includes a required 3-unit work experience course in which students apply public safety management concepts in a professional setting. Students develop measurable learning objectives in consultation with faculty and a workplace supervisor and complete structured assignments that reflect on the application of management principles in real-world public safety environments. The course is designed to align with upper-division expectations by requiring application of management principles, development of measurable objectives, and reflective analysis of professional practice.

The program culminates with a 4-unit capstone course (CJA 495 – Public Safety Leadership Capstone). In this course, students complete a field-based applied project that addresses a real-world organizational issue within a public safety agency. The capstone requires students to conduct research, develop a professional report or management plan, and present their findings to faculty and peers. This experience integrates the knowledge and skills developed throughout the program and emphasizes applied leadership and management practices in public safety organizations.

In addition to the major requirements, students complete 9 units of upper-division general education coursework designed to strengthen advanced communication, ethical reasoning, and analytical skills relevant to leadership roles in public service. At least one of these courses (3 units) must satisfy an upper-division writing and research requirement. Upper-division general education courses may be selected from approved college offerings.

The curriculum emphasizes applied leadership, organizational management, and operational decision-making in public safety agencies. The proposed program complements existing academic offerings at Santa Ana College and does not duplicate other bachelor’s degree programs currently offered by the college. Santa Ana College currently offers a Bachelor of Science in Occupational Studies (Occupational Therapy Assistant) and a Bachelor of Science in Paralegal Studies. These programs serve workforce needs in healthcare and legal services respectively. In contrast, the proposed Bachelor of Science in Public Safety Management focuses specifically on leadership, management, and administrative competencies within public safety and law enforcement organizations.

The curriculum emphasizes applied leadership and operational management skills necessary for supervisory and command-level roles in public safety agencies, including strategic planning, organizational leadership, human resource management, public safety finance, technology integration, policy development, and community accountability. This applied focus distinguishes the program from traditional Criminal Justice bachelor’s degrees offered by universities, which often emphasize theoretical or research-oriented perspectives.

By building on Santa Ana College’s existing Administration of Justice and Criminal Justice Academies programs, the Bachelor of Science in Public Safety Management creates a clear educational pathway for students and working professionals in the public safety field to advance their education and leadership capacity while supporting regional workforce development needs.

Currently, no community colleges in the Orange County region offer a Bachelor of Science degree specifically focused on Public Safety Management or public safety leadership within law enforcement organizations. Several community colleges in the region offer associate degree programs in Administration of Justice or Criminal Justice that prepare students for entry-level careers in law enforcement and related public safety professions. However, these programs do not provide upper-division coursework focused on leadership, organizational management, or public safety administration.

The proposed Bachelor of Science in Public Safety Management at Santa Ana College is designed to address this gap by providing an applied baccalaureate-level program that prepares students for supervisory and management roles within public safety agencies. The curriculum emphasizes practical leadership competencies including strategic planning, human resource management, public safety finance, risk management, organizational leadership, technology integration, and community accountability.

While some universities within the broader region offer bachelor’s degrees in Criminal Justice, those programs typically emphasize criminology, research, and theoretical perspectives rather than applied leadership and management practices within public safety organizations. The proposed program at Santa Ana College is designed to complement rather than duplicate these programs by focusing specifically on operational leadership and management within public safety agencies.

By offering this program, Santa Ana College will provide a unique educational pathway in Orange County that supports career advancement for current public safety professionals and prepares future leaders to meet the evolving operational and organizational demands of modern public safety agencies.

The Bachelor of Science in Public Safety Management is expected to enroll an initial cohort of approximately 25 students in the first year, with gradual growth as the program becomes established within the region. Enrollment is projected to increase to 35 students in the second year and approximately 45–50 students annually by the third and fourth years of the program.

These projections are based on Santa Ana College’s long-standing Criminal Justice Academy and Administration of Justice programs, which consistently serve a large number of students preparing for careers in law enforcement and public safety. Many of these students seek opportunities to continue their education beyond the associate degree level in order to qualify for supervisory and management positions within public safety agencies.

The program is also expected to attract working professionals currently employed in regional law enforcement and public safety agencies who require a bachelor’s degree for promotional advancement. Promotional systems within many public safety organizations place increasing emphasis on higher education as part of the promotional process, particularly for supervisory and command-level positions.

Because the program focuses specifically on applied public safety leadership and management within law enforcement and related public safety agencies, it does not duplicate existing programs offered by other colleges in the Orange County region. The projected enrollment reflects demand from both current Santa Ana College students and incumbent public safety professionals seeking career advancement through completion of a baccalaureate degree.
