Dual Language Education for Future Teachers Certificate

This Dual Language Education for Future Teachers Certificate is designed for elementary and secondary educators to gain knowledge, skills, and access to resources to sensitively teach children in a linguistically and culturally diverse setting. Through this program, teachers will not only enhance their selected language but also gain a deeper understanding of equitable practices and cultural needs of their diverse student community.
Estimated Program Completers at the end of the second year: 35 students
Estimated Program Completers at the end of the fifth year: 100 students
Program Proposal Attributes
- Certificate of Achievement: 16 or greater semester (or 24 or greater quarter) units (C)
Upon completion of the program, students will be equipped with foundational curriculum development for dual language learners, requisite linguistic proficiency and cultural understanding to transfer to a Bachelor’s degree and/or Teaching Credential program.
Program Objectives:
Bilingual Proficiency: Students focus on developing fluency in both English and a second language, enabling them to effectively communicate with bilingual children and their families.
Cultural Competence: Students acquire skills and knowledge needed to work with diverse cultures and communities, promoting inclusivity and understanding within elementary and secondary settings.
Linguistic History: Students explore how shifting ideologies and attitudes towards bilingualism mediate the retention and loss of bilingual skills in immigrant and Chicano/Latino communities.
Linguistic Skills Development: Students develop a growing awareness and appreciation of U.S. Spanish language varieties and build language confidence and expertise.
Educational Program Types: Students gain an understanding of the differences between conventional models and alternative forms (i.e., bilingual education, ethnic studies, etc.) of educating immigrant and Chicano/Latino communities.
Curriculum Development: Students learn how to develop bilingual curricula that promote language acquisition, literacy development, and cultural appreciation, enhancing the learning experiences of young children in bilingual settings.
Upon completion of this program, students are well-prepared for specific occupations in the field of Elementary Education, including:
- Dual-Language Elementary Teacher
- Dual-Language TK/Kindergarten Teacher (Credential Needed)
- Dual-language Secondary Teacher
- Family and Community Engagement in Diverse-Language Communities

New Program
This newly introduced dual language certification program at ELAC aims to cater to bilingual educators. The curriculum consists of two existing courses from Child, Family and Education Studies and a linguistic collaboration with Global Language and Culture Department and Chicano Studies. This program can be seamlessly integrated into the current certificate and degree programming in all three of these areas. Students will have the flexibility to pursue multiple certificates and degrees concurrently, when pursuing this certificate. It is anticipated that the introduction of this new certificate will not result in any significant changes in enrollment. Students may also stack this certificate into an existing Associate’s degree within any of these departments with minimal extra courses needed.
As of now, there are no related programs in the local area specifically focused on bilingual certification for Elementary Teachers at the community college level. This new program aims to fulfill a need that existing programs do not by providing specialized training and certification in bilingual education for early childhood teachers.
Programs for Early Childhood Educators (Preschool aged) exist at ELAC, Mission College. CSULA has a Bachelor’s Degree option in Urban Learning in Bilingual Integrated Multi-subject Credential. https://www.calstatela.edu/coe/ulrn This program is very likely the one that our graduates/completer students would transfer into to complete their BA degree and teaching credential.
The introduction of this program is not likely to create significant enrollment changes but will accommodate an overflow of students interested in pursuing a career in bilingual education for children and youth. It may also attract a different type of student who is specifically interested in bilingual pedagogy.
