Catalog Description
The degree or certificate in Code Enforcement and Compliance provides students with the coursework necessary for employment. It is designed for individuals seeking a career as a Code Enforcement Officer as well as sworn or non-sworn inspectors, officers, or investigators employed by a city, state, or county agency seeking specialized training in prevention, detection, investigation and enforcement of violations of statutes or ordinances regulating public health, safety, and welfare, public works, business activities and consumer protection, building standards, land use, or municipal affairs. The objectives of the program are that a successful student will be able to: • Assess the laws and procedures related to code enforcement for Substandard Housing, Zoning, and Vehicle Abatement • Formulate the elements for preparation and documentation for Administrative Hearings and prosecution in court

Program Goal
This program is designed to provide a rigorous academic, accredited, and standardized vocational training for code enforcement personnel and/or individuals seeking employment in Public Sector Agencies such Public works, Planning & Building, Community Development, and any municipal agency that provide code compliance dealing directly with the public in an authority capacity. If approved by the State, this will be the first associate degree of its kind within the State of California.

Program Requirements
Students will be expected to complete a minimum of six (6) courses for a total of 18 units. All courses are required and three (3) units each. Students have the option to complete either Business 222 or Management 122. Students wishing to pursue the Associate of Science in Code Enforcement and Compliance are required to complete a general education pattern. Santiago Canyon College (SCC) Public Work’s department has several different awards included State-approved Associate of Science Degrees and Certificates of Achievement in areas of study such as Construction Inspection, Construction Management, and Environmental Management. SCC is expanding the existing Code Enforcement Officer program which is currently only offered as a locally approved certificate (Certificate of Proficiency). Per the recommendations of the Advisory Committee, stackable credentials will provide new and incumbent students with knowledge of local, state and federal environmental regulations and compliance requirements. Students who complete the program(s) will have accelerated opportunities for career advancement or employment. SCC will work with the campus articulation officer to align course curriculum and programs to meet the transfer requirements.

Based on the data, the COE has determined there may be an unmet need for the code enforcement and compliance program in Orange County. Reasons include: • There are currently no other code enforcement and compliance programs offered through the California Community College system under the Public Administration (2102.00) TOP Code • While there are regional programs currently conferring awards in Construction Inspection (0957.20), there are on average only 58 awards conferred annually Currently, four community colleges in Orange County have conferred awards in construction inspection, public administration, or public works programs. Exhibit 9 displays the annual community college awards for each of the colleges training in this field. Between 2013 and 2016, the total annual average community college awards conferred was 61 across two programs: Construction Inspection (0957.20) and Public Works (2102.10). According to CCCCO MIS Data Mart, there are two other community colleges in California that currently offer award programs in Public Administration: Palomar College (San Marcos) and Southwestern College (Chula Vista).
