Course Report

Program Requirements Narrative

Career Technical Transfer

This is a stackable certificate which includes three beginning core courses in the Screen Printing AS degree. A student is able to complete this certificate in one semester gaining skills in a short period of time for entry level work in screen printing. After completing these three core courses a student can transfer these units to an AS degree.

NOTE: The “stackable certificates” package existing courses in new configurations to attract our potential audience in the industry. While new certificates are being proposed, no new curriculum is actually being developed. The goals is to provide exit points along a student’s pathway.

San Diego Mesa recommends approval of the program based on the repackaging of existing courses.

Based on available LMI and COE's comments, Miramar College supports this new program. Palomar's strategy to create more attractive stackable certificates is supported by their industry advisory board. Stackable/Mini certificates have also proven to be an effective strategy to improve enrollment and student outcomes across the CA community college system.

While technically a new program, this certificate creates stackable certificates within the current AS degree. No new curriculum is being developed.

Numbers are low at Palomar. Is this a re-design. Or completely new.

MiraCosta's graphic design enrollment is non-existent. As such MiraCosta suggests endorsement with caution in the hopes that the re-packaging of the Palomar curriculum results in better enrollment and student outcomes, though, the wages are not going to be driven by what is offered, but rather, by what the market dictates.

Palomar College submitted the appropriate LMI from the COE. There is a supply gap (292 annual job openings), entry-level wages average $13.19, which is below the living wage. Based on available LMI, the COE would not endorse a *new* program. However, since this is a stackable certificate of existing courses and no new curriculum would need to be developed, the COE defers to the region.

The following “stackable certificates” that are being proposed are innovative strategies to motivate working adults to update or expand their skillsets. They can be completed in as little as one semester, or longer if the student continues to work and is unable to take a full load. The certificates are intended to introduce higher education as a solution that potentially will give them employable skills quickly and / or the confidence to continue to complete an Associates Degree in their major program. More importantly, the “stackable certificates” package existing courses in new configurations to attract our potential audience in the industry and lead to existing certificates that were approved decades ago. Screen Printer I leads to an AS Degree or Certificate of Achievement in “Screen Printing”. Our Screen Printing program is a state of the art facility with a range of traditional manual presses to automated multiple-station presses and heat transfer presses. Noteworthy that the Graphic Communications Department has been teaching our Screen Printing program continuously since the 1970’s, and has launched careers and brands such as “DC Shoes” that was eventually sold to Quick Silver. With the news of President Biden’s emphasis to “manufacture and buy American”, we are ready! The screen printing stackable certificate opens doors to branding, marketing, and entrepreneurship. It gives the students an opportunity to develop their own clothing and art styles, creating a brand, and a basis for a start-up company, or to develop skills in artistic endeavors and business. Additionally, at the advisory board meeting on February 26, 2020, it was recommended that we offer “mini certificates” to prepare their employees quickly without taking them out of the workforce. The Board Members also asked for short courses and weekend sessions geared towards people in the workforce to update skills. They encouraged us to think outside of the traditional educational model to accommodate working adults, because they recognized the need for working adults to maintain career and technical currency and skills in a more fluid timeline.
