Program Details
Public and Non-Profit Administration
New Program
Public Administration (210200)
08/01/23
The Public and Nonprofit Administration program provides students with the knowledge and skills necessary to lead and manage people, programs, and organizations in the governmental and nonprofit sectors. In addition to analytical and communications skills relevant to the management professions, students receive a broad background and understanding of the political, social, and economic environment in which public issues exist while focusing on areas of public management, public budgeting and finance, and nonprofit studies.
We anticipate an enrollment of approximately 50+ students in the first academic year for the Associate of Science degree. Of those, based on historic persistence rates, we expect at least 35 students will apply for the A.S. each academic year. In addition, because the A.S. degree is designed to be stackable, we anticipate 35 certificate of achievement awards as well.
Program Proposal Attributes
- Certificate of Achievement: 16 or greater semester (or 24 or greater quarter) units (C)
- A.S. Degree (S)
Upon completion of certificate and/or degree requirements, students will be able to exhibit proficiency in leadership and management within the public and non-profit sectors. They should have a broad understanding of the political, social, and economic environment in which public issues exist. Transfer to four-year institutions to complete a Bachelor of PublicAdministration is also an intended goal of this program

Course Report
To earn a Certificate of Achievement or A.S. Degree in Public and Non-ProfitAdministration, students must complete 21 or 34 specified units, respectively, that prepare them for entry-level administrative jobs in government and non-profit organizations, such as administrative services, social and community service managers, eligibility interviewers for government programs, office clerks, and administrative assistants.
Students who intend to pursue a 4-year degree in Public Administration will be well prepared for success upon completion of the A.S. in Public and Non-Profit Administration. This program will be part of the Public and Non-Profit Administration department but will cross-pollinate with the Management department and programs offered at CSM, including Business Management, Human Resources Management, and Project Management.
A projected undersupply of prospective candidates in community college programs to fill public and non-profit administration roles currently exists. For the Mid-Peninsulasub-region (San Francisco and San Mateo counties), the annual supply gap for qualified workers includes approximately 16,013 positions in the Bay Area, with no public and non-profit administration program offered at a community college meeting this need.
There is a large labor market gap in the Bay region with 16,051 annual openings for the Public & Nonprofit Administration occupational cluster and 38 (3-year average) awards for an annual undersupply of 16,013 students. In theMid-Peninsula Sub-Region, there is also a gap with 4,744 annual openings and 2 annual (3-year average) awards for an annual undersupply of 4,742 students. While no colleges in the immediate service region for CSM offer similar programs, the College of San Mateo intends to meet the identified regional labor market demand by contributing to the number of student completers that are prepared to directly enter the workforce, or transfer for higher educational attainment at local four-year institutions including but not limited to: UC Santa Cruz and the University of SanFrancisco.
