The Certificate of Achievement in Foundations of Apparel and Textiles will assist students in meeting their goals for fashion and costuming education, and career technical education. The emphasis on entry level skills and technological training provides students with a solid background to begin their careers in the fashion and costuming industries. Students are trained to work with textiles, historical context, psychological and sociological aspects of clothing.
Program Student Learning Outcomes:
Students who complete the Certificate in Foundations of Apparel and Textiles will be able to perform the following outcomes in the following categories:
Communication:Demonstrate, through oral and written work, a familiarity with the basic principles of fashion and costuming theory and practice, market research, and presentation boards.
Technological Awareness: Demonstrate the ability to use current technology such as computers, peripherals, and software or sewing equipment pertinent to fashion design, merchandising or costuming.
Global Awareness: Demonstrate an awareness of the global impact of fashion and costuming issues, including the ability to compare and contrast how various cultures and countries interrelate in the global fashion and costuming community.
Industry Preparedness: Develop a network that emphasizes collaborative partnerships across different functions of the fashion and costuming industries.
Students will be assessed through a combination of reports and projects, written and practical assignments, tests and quizzes.

The Certificate in Foundations of Apparel and Textiles will assist students in pursuing career and technical education.Students will develop a broad foundation for success while focusing on key areas of costuming, fashion design or fashion merchandising. The program will assist students in developing key fashion and costuming skills, knowledge and experience. Students may use these skills and experiences to obtain entry level employment.
The objectives for the Certificate in Foundations of Apparel and Textiles are to:
* Emphasize a broad foundation in apparel and textile, theory and practice.
* Prepare students for all facets of fashion, from concept to distribution and sale of garments, or for costuming from concept to presentations of garments.
* Allow students to begin focusing in an area interest, fashion design,fashion merchandising or costuming.
* Assist students in pursuing career and technical education.
* Facilitate transfer to a four-year baccalaureate program.

Need for Proposal:
There is currently no Certificate in Foundations of Apparel and Textiles at San Diego Mesa College. This certificate will be an option for students who wish to pursue an entry level position in apparel, textiles, fashion design,fashion merchandising or costuming.

The Certificate in Foundations of Apparel and Textiles is part of the School of Business& Technology. It is designed to assist students in pursuing career and technical education with specific preparation for entry level employment. Miramar College has no concerns regarding program duplication. However, I recommend the faculty provide letters of endorsement. I agree with COE's recommendation for additional research to ensure there is a labor market supply/demand gap.

Based on COE report and lack of satisfactory LMI MiraCosta does not support and encourages Mesa College's faculty to consider what the COE has suggested in terms of pursuing.

Southwestern College has no concerns related to similar programs, but concur with COE's recommendation to not approve until additional research is conducted to ensure there is a labor market supply/demand gap.

The COE produced four different types of reports for this program and Mesa College followed the procedure by submitting the appropriate LMI. However, depending on how you ”slice and dice” the data, the LMI shows that there is little to no demand for the occupations that this program trains for. Based on the LMI, the COE doesn’t endorse the program, but we encouraged Mesa’s faculty to get employer endorsement. The Region/Deans’ Council will have to decide if they want to move forward with this program if the LMI doesn’t support it, but there isn’t an existing program specific to costumes. Perhaps the Deans’ Council might want to discuss: 1) Is there an opportunity to emphasize entrepreneurship since SD County employers are not hiring for these jobs? 2) Should Mesa College get employer endorsement and resubmit the program once they do?
