MiraCosta recommends given a modification only as the reasons for no new programs is compelling. Lack of jobs and demand for MiraCosta digital video classes has waned in recent years.

Palomar college submitted the appropriate LMI from the COE. The COE does not recommend developing a *new* program for this occupation because 1) entry-level wages are below the living wage; 2) supply is met in the region; and 3) there is a high number of institutions that train for this occupation. However, because this is a program modification, the COE defers to the region.
