Through a blend of theoretical knowledge and practical skills, students will explore contemporary issues in policing, community relations, and criminal justice reform. The curriculum includes topics such as ethical decision-making, cultural competency, and the use of technology in law enforcement. With comprehensive support services and flexible learning options, the program is structured to accommodate diverse learning needs and career aspirations. The Modern Policing Degree is more than an educational pathway—it’s a commitment to creating a new generation of law enforcement professionals who are prepared to serve with integrity, empathy, and a deep understanding of the communities they protect.

Pursuant to California Penal Code section 13511.1, the Chancellor’s Office California Assembly Bill 89 Modern Policing Degree Task Force Report and Recommendations to the Legislature provided recommendations outlining a plan to implement a Modern Policing Degree. The intention for the Modern Policing Degree and the future of law enforcement is to be inclusive of the diverse perspectives of stakeholders, build upon the 2020 Call to Action against systemic racism, and advance the California Community Colleges system goals for equity as laid forth in Vision 2030

Palomar College submitted the appropriate LMI from the COE. The COE recommends proceeding with developing a new program because 1) there is a supply gap; 2) there is a high number of annual job openings; and 3) entry-level wages are above the living wage for these occupations.
