Public Safety Management — Certificate of Achievement (39.0 units)
The Certificate of Achievement in Public Safety Management provides advanced leadership, organizational, and ethical decision-making skills for newly appointed or aspiring law enforcement managers. The program aligns with the California Commission on Peace Officer Standards and Training (POST) Management Course (Modules A, B, and C) and prepares students for mid-level management responsibilities within public safety agencies. Coursework emphasizes leadership principles, fiscal management, personnel and legal issues, strategic planning, and organizational wellness.
Upon completion, students satisfy the California POST requirement for the 104-hour Management Course and will be eligible to obtain their POST Management Certificate

The goal of the Certificate of Achievement in Public Safety Management is to prepare current and aspiring law enforcement professionals for mid-management leadership roles by providing comprehensive, POST-aligned training in leadership, supervision, fiscal accountability, and organizational management. The program supports workforce development, civic education, and lifelong learning by equipping public safety personnel with the competencies needed to lead ethically, manage complex operations, and strengthen community trust.

The Certificate of Achievement in Public Safety Management prepares current and aspiring law enforcement leaders to assume mid-management responsibilities in public safety organizations. The program emphasizes ethical leadership, strategic decision-making, and organizational management consistent with California POST (Commission on Peace Officer Standards and Training) standards.
This certificate is designed to advance workforce readiness by providing a transcripted, credit-bearing pathway that fulfills the 104-hour POST Management Course requirement. Graduates will be prepared to lead personnel, oversee budgets, manage risk, and strengthen community trust and organizational accountability.

A scan of the regional community college inventory indicates no equivalent Public Safety Management certificate aligned to POST in the local service area. The program fills a documented gap in mid-management training.
A review of regional community colleges indicates that no other institution in the Orange County region offers a Certificate of Achievement in Public Safety Management aligned with POST requirements.
Based on current enrollment patterns within the Santa Ana College Criminal Justice Academies and projected regional demand for POST Management training, it is anticipated that approximately 300 unduplicated students will complete the Certificate of Achievement in Public Safety Management annually.
This estimate reflects existing participation in the POST Basic Police Academy (CJA 099A) and the Law Enforcement Supervisory Course (CJA 059), with additional enrollment drawn from students advancing into the Management Course modules (CJA 092A–C). Because the program is structured as a sequential pathway—academy → supervision → management—each student is counted once upon completion of the full certificate sequence.
