Company Officer Certificate of Achievement

Company Officer is the first certification in the California Office of the State Fire Marshal (OSFM) Officer series. The Company Officer Certification utilizes NFPA 1021 Standard for Fire Officer Professional Qualifications (2014)and NFPA 1051 Standard for Wildland Fire Fighter Professional Qualifications(2016) to provide the qualifications for State Fire Training’s Company Officer certification.

Upon completion of this program, students will be able to:

• Evaluate member performance, supervise personnel, and integrate health and safety plans and safe procedures into daily activities in emergency and non-emergency environments.
• Describe general administrative functions and how the implementation of department policies and procedures convey the fire department’s role, image, and mission to the public.
• Conduct fire inspections and fire investigations that identify hazards, violations, and preserve crime scenes
• Utilize the Incident Command System (ICS) to manage resources on single and multi-unit incidents such as wildland fires
• Deliver a course of instruction from a prepared lesson plan utilizing instructional aids and evaluation methods.

It is estimated that 50 students per year will complete this program.

The purpose of the program is to prepare Firefighters for promotional advancement to Lieutenant or Captain in the fire service.  This program mirrors State Fire Training Fire Company Officer Certificate.  This builds on basic training in Firefighter 1 and Firefighter 2 programs.

This program fits in with the Strategic Plan of the San Francisco Fire Dept. They have developed an educational career track for promotion from Firefighter to Lieutenant and Captain, and from Captain to Battalion Chief. Promotion above Battalion Chief is a career track with specialization from State Fire Training. CTE skills are developed in areas of management and administration, fire inspections and arson investigation, all risk incidents such as wildland fires and hazmat situations, and instructional methodology that builds on the four-step method of instruction.

This program is also available at SRJC and Chabot College in our geographical area. There is no impact on our offering this course of instruction, and vice-versa. We have discussed this program with our community college partners.
