Catalog Description

Upon successful completion of the Paraprofessional Preparation certificate, the student demonstrates the knowledge, training, and skills of a paraprofessional in a private or public k-8 school in accordance with the Elementary and Secondary Education Act. Skills demonstrated and practiced by a student include developmentally appropriate lesson planning and implementation for k-8 grade within all academic areas; utilization of positive guidance techniques;planning effective tutoring sessions within math and reading; utilization of effective techniques to reach students with English as a second language; and applying child development theory to all facets of practice with K-8 grade students.

4.    Master Planning (Background and Rationale)

San Joaquin Delta College strives to produce high quality, qualified work force applicants.  In 2019, Delta College received a grant to develop a high quality online program within the education field to streamline employment opportunities within a year of program entry.    Currently, to become a paraprofessional within the k-12 system you must have at least 60 college credits or pass the qualifying exam.  For many of our students, earning 60 credits takes at least 2 years attending full time.  This delays these students from working within their desired field for at least two years.  So we have developed this program that prepares them, with both general education courses paired with education courses, to both be adequately prepared to take the exam and better serve students within one year of entering school.  This program is also built to be stack-able with our Education Associates Degree for Transfer, meaning after this year of preparation, students would have just one year left, with a predesigned course sequence to finish his/her AA-T degree and be ready to transfer, paired with a lot of classroom experience via course work and possible employment.    The district serves all of San Joaquin County and the included schools and school districts.  Within this area there are currently over 3000 jobs for paraprofessionals and all public school districts are currently hiring for this position.  Speaking with a few local school districts, all have expressed the high need for not only qualified applicants, but quality applicants.  They stated that many applicants that come qualified with the needed college credit, lack the necessary skills to effectively work with students.  This program was specifically designed to not only increase the number of people qualified for the position but will also better prepare these individuals in skills necessary to be successful working with students.   The need for the paraprofessionals within our served district, the higher quality trained preparation program and the streamlined, single year pipeline to employment meet not only San Joaquin Delta College’s own mission but also community colleges’ overall missions. 

 


5.    Need for Program

b.      LaborMarket Information (LMI)

In the San Joaquin Delta Community College District 2017 Comprehensive Master Plan, the district pointed out the following areas as “key” into the future: Initiatives that foster professional growth and innovative service delivery “Community relationships with local educational institutions, employers, and workforce agencies that promote the region’s intellectual, social, economic, and cultural vitality “Career and technical programs that meet the labor market needs of employers in the region The proposed Paraprofessional Preparation Certificate of Achievement aligns with those values, specifically in the continued building of career advancement opportunities for residents of San Joaquin County, promotion of continue economic vitality, and meeting the labor needs of employers in our direct region and beyond (“San Joaquin,” 2017).   In January 2019, the Center of Excellence (COE) projected an additional 1,747 annual new jobs statewide relating or pertaining to paraprofessionals. In total, COE predicted 9 percent growth overall.  There are no similar programs in the service area of San Joaquin Delta College. In the Central Valley/Mother Lode region, including San Joaquin County, found the annual gap for paraprofessional jobs to be 3585.   The projected five-year change is at 9 percent for this occupation group. Simply: All numbers continue to point to a rise in the education paraprofessional occupations. COE data indicates that there are “one community college outside the region offering programs contributing to workforce supply for education paraprofessional ... but there is still an under supply of trained workers” (“Labor Market,” 2019). Research done by discipline faculty shows Delta College would be the only institution in the region offering a specific certificate in the area. The online nature of the developed Paraprofessional Preparation Certificate of Achievement, with all courses fully developed utilizing the OEI rubric to be offered as distance education, also makes this certificate appealing to students outside the area. The Education and Early Childhood Education Advisory Committee, which includes many prospective industry employers from across San Joaquin County, voted in Spring 2019 to move forward with the introduction of the Paraprofessional Preparation Certificate of Achievement to continue to build relationships with workforce partners, foster intellectual connections, and meet labor market needs in San Joaquin and adjacent counties. Additional Information: Reviewing the Bureau of Labor Statistics information currently available, the Stockton-Lodi region has 3100 jobs with a 33k median income listed for paraprofessional/teacher assistant within the k-12 educational system.  Specifics Using EDJOIN Within San Joaquin County there are currently 79 jobs listed on EDJOIN - the program all public school districts within the county use to hire employees. Within the state of California there are currently 5613 jobs listed on EDJOIN - the program that many public school districts use to hire employees.

 

 

6.    Place of Program in Curriculum/Similar Programs

This program will be a new program under the Education discipline.  It will be a stack-able certificate students can use to progress through our Education AA-T degree to eventually transfer to a four year college and earn a teaching degree.
