The Home Visitor Program combines academic coursework in sociology, child development, and family systems with hands-on experience. Students will gain the knowledge and skills necessary to provide in-home support services to families with young children, with a focus on early education, health, safety, and parenting strategies. This interdisciplinary approach equips students to work across educational, health, and social service settings, creating a career pathway rooted in both theory and real-world experience.
Using the chancellor's Data mart for this new program, we estimate that 153 students will earn a certificate of achievement annually.
Program Proposal Attributes
- Certificate of Achievement: 16 or greater semester (or 24 or greater quarter) units (C)
California continues to have a high child poverty rate—around 23%—which exposes many children to chronic stress and adverse childhood experiences that can impair long term outcomes (California Budget & Policy Center, 2018). However, the evidence shows that home visits deliver measurable benefits across key areas such as: improved child health and development, school readiness, maternal health, positive parenting, and economic self-sufficiency, reduced child maltreatment, juvenile delinquency, family violence, and crime (California Budget & Policy Center, 2018).
Within the past few years, California allocated approximately 270 million dollars in funding to multiple governmental agencies and non-governmental agencies (NGOs) in order to meet the needs of families. Data from the National Home Visiting Resource Center (NHVRC) indicates that in California approximately 1.99 million families with children under 6—or nearly 2.6 million children—could benefit from home visiting (2024). However, only 15,721 families in California were actually served by a home visitor program (National Home Visiting Resource Center, 2024).

Course Report
In holding up Antelope Valley College’s commitment to supporting families and their educational development, the departments of Sociology and Child, Family & Early Education seek a collaboration on launching a new Home Visitor Program. This program will be designed to prepare students for impactful careers that strengthen families, promote healthy child development, and address social disparities at the community level. This certificate will also ensure that students are more marketable for the workforce.
