Catalog Description
The Industry Safety Standards Certificate of Achievement is designed to provide students with the safety fundamental skills that will directly impact their existing and future workforce. The course is designed with OSHA standards that establish, maintain and foster a culture of safety. This course involves OSHA standards, policies, and procedures in general industry. Topics include scope and application of the OSHA General Industry Standards, general industry principles, and special emphasis on those areas in general industry which are most hazardous. Successful completion of this course will earn students the OSHA General Industry authorization card.
Enrollment Completer Projections
Currently, the department offers two Certificates of Achievement—one in Technology & Logistics and the other in Technology for E-Commerce and Entrepreneurs. This additional certificate will enable students to also secure specialized training in OSHA industry safety standards, safety tools, and implementing a safety program. It is expected that all of the core courses would be offered annually. At least 1-2 sections of each of the major requirements are projected to be offered every semester with an enrollment of 35+ students in each section. With recruitment within the existing Logistics and CAOT student populations, along with a strong marketing strategy, it is estimated that by the second year, 5-10 students will complete the Industry Safety Standards Certificate of Achievement. As students become more knowledgeable about the program opportunities, it is estimated that the number of completers will increase to 15-20 by the end of the fifth year.

Program Goal
The Industry Safety Standards Certificate is designed for students who are determined to become industry safety representatives by acquiring the necessary OSHA standards training and tools for immediate application in the business workplace. Students will gain knowledge regarding the latest OSHA standards, policies, and procedures in general industry. Topics include the scope and application of the OSHA General Industry Standards, general industry principles and special emphasis on those areas in general industry which are most hazardous. Successful completion of this course will earn students an OSHA General Industry authorization card. This program will address the growing concern in the United States where more than 5,000 workplace fatalities and 1,500,000 lost time injuries occur each year. According to the United Nations’ International Labor Organization, over two million lives are lost every year to job-related accidents and illnesses, plus more than 268 million lost time accidents occur globally. As a response to this trend, the CAOT Department at ELAC proposes a certificate to address the need for a skilled and behavior-based culture of safety which is crucial to the success of every company no matter how large or small. This Industry Safety Standards certificate will also address the following questions to industry: 1. Do you recognize the need to reduce incidents and injuries within your organization? 2. Are you having trouble implementing a skill and behavior-based safety program in your organization? 3. Is the cost of safety injury claims having a significant impact on your companies? Furthermore, today’s workforce must understand and take immediate action to educate their workforce with the necessary and latest safety tools that enable each employee to take ownership of their safety at the workplace. Certificate completers will attain the ability to educate, create and deploy a culture of safety at their workplace by forming safety programs, recognition programs, safety committees, and train-the-trainer safety programs. These goals are in alignment with the college’s overall mission to empower students to expand their individual potential and to successfully pursue their aspirations for a better future for themselves, their community, and the world. In addition, this program supports ELAC’s mission to increase student success and academic excellence through student-centered instruction and dynamic technologies. The LACCD recognizes, in its mission statement, that Los Angelenos “live in an era of civic renewal, economic change, and cultural revitalization that is unprecedented in the history of Los Angeles.” Thus, the new shift toward innovative applications of technology in our business economy and way of life must be addressed in our educational institutions.

This proposed program does not replace any existing similar program in the college’s program inventory. In addition, the proposed program will make more use of existing resources—that is, classrooms equipped with state-of-the-art hardware/technology are ready to deliver the program. The current CAOT faculty have years of experience and business ownership and bring a wealth of knowledge and understanding of evolving business practices. Faculty have established a network of community and business connections with proven successful collaborations in past projects with over 20 years of logistics and safety experience.

Colleges with Approved Programs The Inventory of Approved Programs shows colleges in the L.A./Orange County Region with Logistics Programs with TOP Codes of 0510 as the following: Cerritos College, Coastline Community College, and Santa Monica. The only college within 15 miles of ELAC main campus with an approved program is Cerritos College, whose administration stated that although Cerritos has an approved Logistics program; it is not currently being offered due to budget cuts. Colleges with a certificate of achievement providing OSHA certification could not be found. Proposed Program From ELAC’s participation in a variety of community college collaborative grant projects (Logistics Training Consortium, Logistics Working Group, California Transportation & Logistics Institute, the Southern California Transportation & Logistics Collaborative, PRO-GTL, and currently the Strong Workforce Regional Grant) our college has established relationships with colleges interested in Logistics programs. The focus at ELAC is more on the entry-level front-line worker and training for front-line supervisors. As a result, industry has requested ELAC to address safety in the workplace because it is a fundamental issue affecting the existing workforce within the logistics industry and industry desires to encourage a “culture of safety” using an academic approach. Because ELAC prepares students for the logistics industry, it is vital that each applicant adopts and is trained with safety awareness and the application of OSHA safety principles. Neighboring Colleges within the Los Angeles Community College District An announcement of ELAC’s intent to develop a new certificate in Industry Safety Principles was presented at the Los Angeles Community College District’s CTE Dean’s meeting. ELAC was not made aware of any objections from Harbor, City, Trade, Southwest, West, Valley, L.A. Mission, nor Pierce colleges Neighboring Colleges in other Community College Districts There was no objection.
