Certificate of Achievement: Community Care Licensing Director

The Community Care Licensing Director pathway prepares students to supervise and administer private childcare centers and family childcare homes in compliance with the California Department of Social Services Community Care Licensing Title 22 of the California Code of Regulations. This certificate equips students with the competencies necessary to meet the educational requirements for opening a private daycare or family childcare home, including administrative skills, fiscal management, staff supervision, and family and community partnerships. Students will also develop tools to create diverse and inclusive environments that support staff, children, and families using anti-racist and culturally responsive approaches. The Community Care Licensing Director Certificate of Achievement will increase confidence and competence for careers as a childcare center director, family childcare home operator, early childhood program administrator, or preschool director in both Title 5 and Title 22 Programs.

The Community Care Licensing Director Certificate of Achievement is a Career Technical Education (CTE) program designed to prepare students to supervise and administer private childcare centers and family childcare homes in compliance with the California Department of Social Services (CDSS) Community Care Licensing Title 22 of the California Code of Regulations. 

Upon completion of this program, students will be able to:

1. Establish and administer a high-quality early childhood program or family child care program in compliance with Title 5 and Title 22 regulations.

2. Analyze, implement, and maintain licensing requirements of regulatory agencies, including state and federal regulations.

3. Create diverse and inclusive environments that support staff, children, and families.

4. Establish and maintain policies that foster positive family and community partnerships.

The Required Core consists of 20 units completed over two years, offering students a progressive pathway from foundational knowledge of child development to advanced program leadership. In Year 1, students build their conceptual base by examining child growth and development (CD1), the interconnected roles of the child, family, and community (CD11), and the guiding principles and practices of early childhood education (CD2). These three courses collectively establish the theoretical and relational framework students will carry throughout the program.

Year 2 shifts focus toward professional practice and leadership. Students explore curriculum design in early childhood settings (CD7) before advancing into a two-course administration sequence covering program management (CD38) and personnel leadership (CD39). The core concludes with a practicum-oriented course in adult supervision and early childhood mentoring (CD 65), preparing participants to support and guide fellow educators in the field.

Together, these seven courses form a coherent sequence that moves students from understanding child development to leading the programs and professionals that serve young children.

The Community Care Licensing Director Certificate of Achievement replaces the existing Community Care Licensing Director Skills Certificate on the college’s inventory. The existing Skills Certificate record should be made inactive upon approval of this Certificate of Achievement. This change corrects an incomplete prior change request in which the certificate type and title were not changed from Skills Certificate to Certificate of Achievement. There are no other similar programs offered at LASC.

A review of similar programs within commuting distance of Los Angeles Southwest College shows that several nearby colleges offer Certificates of Achievement related to childcare administration, program direction, or early childhood site supervision. These include Los Angeles Valley College, Los Angeles Pierce College, West Valley College, and Los Angeles City College.

The proposed certificate is distinguished by its direct alignment with CDSS Community Care Licensing Title 22 requirements, providing a structured pathway for students seeking to open or direct a private childcare center or family childcare home. It is uniquely titled and designed to meet district unit guidelines for the Certificate of Achievement, the CDSS Community Care Licensing Title 22 conditions of licensure, and to directly support students who seek to open or administer their own childcare business, while helping to meet local workforce demand for qualified early childhood program directors
