Catalog Description

The curriculum prepares students to work in the metal processing trades. Emphasis is on basic manufacturing principles. The program qualifies students to seek employment in the areas of instrumentation, mold making, tool and die general machining, industrial maintenance and research and development. The curriculum includes: basic manufacturing principles, technical mathematics including trigonometry, principles of metallurgy, quality assurance practices, tool design and manufacturing, physics of metal processing, computer numerical control machining (CNC), principles and operations of the electro-discharge machine (EDM), and product design.

Enrollment Completer Projections

To accommodate twenty (20) working students, some courses are available during the evening/weekends and students may enroll full or part-time. Students who complete the program requirements are awarded the Certificate of Achievement in Engineering Technology – Machine Shop Technology. Manufacturing and Industrial Technicians will continue to play a key role in maintaining California’s competitive advantage in the market.

Machine Shop technicians often support or assist engineers in product development and may act as a liaison with manufacturers. Machine Shop technicians specialize in the efficient and effective generation and development of ideas through a process that leads to new products as it relates to the operation of machinery.Students will understand a wide-ranging subject matter focused on industrial technology with an emphasis on manufacturing processes, technology, mechanical and electronic systems, quality assurance and control, selection and identification of materials, production and design with exposure to more vocational-style education in the form of courses on CNC manufacturing, and other tools-of-the-trade in manufacturing.

Certificate of Achievement

JUSTIFICATION: New Program

The original Machining Shop Technology Certificate of Achievement and listed in the PCC Catalog 2017-2018 has been deleted and is no longer being offered to students due to insufficient resources to offer required course for students and out-of-date curriculum. Based on an advisory meeting, industry leaders are interested in PCC offering Machine Shop Technology courses under a new certificate program, in order for students to enroll in courses that are transcriptable, which currently there is no certificate of achievement that allows for this.  In order to complete this task, a new program will be proposed that includes all current and available machine shop technology courses that are being offered, and combine them with other relative manufacturing courses for an obtainable certificate of achievement.

Item 4. Master Planning

According to the Labor Market Information (LMI) provided by Center of Excellence (COE), the manufacturing and industrial technology and sheet metal and structural metal programs train students for twenty-one different manufacturing occupations. Collectively, these occupations are expected to decline by 4% within Los Angeles and Orange Counties by 2020.  In the South Central Coast region, computer-numeric-control (CNC) manufacturing dominates the advanced manufacturing sector. For example, in the Santa Clarita Valley, there are more than 100 CNC industries. A major driver in the region is the aerospace industry, with Boeing and Airbus manufacturing parts locally. Another major CNC employer is Haas Automation, a machine and tool building company in Oxnard. Locally, the aerospace industry has been increasingly seeking workers skilled in assembly. There are several large corporations that dominate advanced manufacturing in the region and employ hundreds of workers. Advanced manufacturing in the Inland Empire/Desert Region reported in March of 2017, an annual opening (2015-2020) of 195 Machinist (51-4041) which includes program top codes of manufacturing and industrial technology-095600 and machining and machine tools-095630, with 6 total average annual associate degrees and 19 total annual average certificates.

In the Los Angeles region, the top employers hiring manufacturing and industrial technology and sheet metal and structural metal occupations include: SpaceX (74 job postings) and Precision Castparts (38). The top titles for manufacturing and industrial technology and sheet metal and structural metal occupations are: machinist/CNC machinist, quality control inspector, CNC programmer, safety manager and quality assurance specialist. Top skills include: inspection, computer numerical control, machining, using micrometers, and using calipers.

In addition, Mount San Antonio College (Mt. SAC) in Walnut, California, has seen a rise from 2 degrees awarded in 2012-2013 academic year to 23 degrees the following year and maintaining and an average of 14 degrees awarded a year.  Also, according to the same sources, jobs in the CNC machining occupations in the San Diego area with have a slight increase over the next 3 years with nearly 130 openings created due to replacement factors.

1. The Manufacturing and Industrial Technology is designed to prepare students for occupations such as; computer aided design (CAD) operators, draftsmen, or design engineers, and computer aided manufacturing (CAM) machine programmers, inspectors, machinists, computer-controlled machine tool operators and programmers, lathe and turning machine tool operators, industrial engineering technicians, and metal press operator’s workers.

2. This program offers students a wide range of skills associated with common manufacturing processes such as computer-aided design (CAD) and computer-aided manufacturing (CAM), traditional machining practices, electronics and welding.

3. This program covers computerized manufacturing methods, computer aided drafting and machining, material testing and inspection.

4. The program is related to similar fields of manufacturing and is intended to prepare individuals for practical careers in the research, development, and actual fabrication of materials, equipment, and other new products.

5. The manufacturing and industrial technology program also offers skills based upon elements of industrial organization and planning and productivity improvement.

This certificate allows us to continue instructing Machine Shop courses and allow students the opportunity to apply those credits earned from completing the MACH 102, and DT 230 to a Certificate of Achievement.  Currently, there is no incentive for students to take the said courses because they belong in a program that is currently unavailable to students.   Based on our projections, 25 certificates are projected to be generated in 2018-2019.

2. Net Labor Demand:

Proposed program outcomes will prepare students for entry-level employment opportunities in CNC Machine Tool Operations, Metal and Plastic (51-4011)

, CNC Tool Programmers, Metal and Plastics (51-4012), and Machinists (51-4041).  These occupations fall under Advanced Manufacturing & Advanced Technology Industry sector which is one of the priority sectors in Los Angeles/Orange County region, therefore critical to our economy.  For every one job created in manufacturing, at least two and a half jobs are created to support the sector.

There were 246 regional completions in 2013-2014 (Enrollment – 4,099) within the following related programs Engineering Technology (General) (CIP: 150000 or TOP: 0924.00), Electrical (CIP: 460302 or TOP: 0952.20), Computer Numerically Controlled Machine Tool Programmers, Metal and Plastic (CIP: 150613 or TOP: 095600), with 1,334 annual job openings.  This demand gap warrants the regional need for this new certificate or achievement. 

3. Faculty Workload:

One full-time and one part-time adjunct faculty have designed and developed the certificates in response to Strong Workforce Program proposals.

Three full-time faculty (engineering, electronics, and manufacturing) and two part-time faculty will work together in the implementation phase of the project to fulfill the outcomes.

4. New faculty Positions:

No new faculty (full-time or part-time) will be required. 

5. New Equipment:

The funding received from Strong Workforce Program will be invested in upgrading machine shop & electronics lab equipment.  Both labs are essential to the program success.

The funding received for equipment is: $220, 000.

New equipment that will be purchased for the program(s) has been reviewed and approved by the advisory committee.

6. New/Remodeled Facilities:

Facilities review will occur with facilities’ director to address lab/space concerns within allowable expenditures of Strong Workforce Program.
