Open Water Lifeguard AS
Program Modifications (formerly substantial changes)
Aquatics and Lifesaving (083570)
08/23/21
The Lifeguard program prepares students for seasonal or full-time positions as ocean and inland beach lifeguards. Students who complete the program receive emergency medical technician (EMT) training and other lifeguarding knowledge and skills based on United States Lifesaving Association standards.
5-10 students are projected to earn this degree annually. Enrollment in the courses themselves is significantly higher because the courses apply to a variety of other majors and career preparation goals.
Program Proposal Attributes
- Certificate of Achievement: 16 or greater semester (or 24 or greater quarter) units (C)
- A.S. Degree (S)
Students who complete the Lifeguard program will be able to:
- Explain lifeguarding history, training, education, standardized procedures, environmental protection, ethics, and physical and biological characteristics of the beach environment.
- Apply open water rescue techniques based upon facilities and equipment available.
- Provide emergency medical intervention in open water lifesaving situations.
- Safely operate an all-terrain vehicle (ATV) and rescue watercraft.

Course Report
Overview of Revisions: 1) Remove FIPT 363 and 364 as these courses are no longer required for this occupation; 2) Change EMGM 106 from a restricted elective to a required major course as this course is now required for this occupation; 3) Adjust for course numbering changes; Change TOP code to 0835.70 to better reflect the intent and purpose of the degree as lifeguarding (not firefighting as it was previously classified).
No other college in Region 10 offers an open water lifeguarding program. This is an already-existing certificate at Miramar College.

MiraCosta College supports given the LMI and agrees with the COE that, with this program, have reached the point of considering the viability of approving like programs, beyond this one for the region.
Tina Ngo Bartel · 03/06/21
Miramar College submitted the appropriate LMI from the COE. Four community colleges in the region provide training for lifeguard jobs: Grossmont, Palomar, SD Miramar, and Southwestern. There is a potential supply gap with 485 annual job openings and entry-level wages are $13.76 which is below the living wage. Based on available LMI, the COE cautions against creating a new program, but supports the program modification.
