Catalog Description

The Real Estate Appraiser III Certificate of Achievement is a 12-unit Certificate of Achievement that is designed to provide partial training for the Office of the Los Angeles County Assessor Appraiser position with the required competencies to upgrade their careers in residential and commercial real estate appraisal. Students will learn the three professionally accepted approaches to value and learn to obtain and utilize the market information to value subject property.

Please note, completion of the Real Estate Appraiser III Certificate of Achievement does not guarantee employment with the Office of the Los Angeles County Assessor. Additionally, any student, who is not a Los Angeles County Assessor Appraiser, who completes the Real Estate Appraiser III Certificate of Achievement does not automatically qualify the student to become a Los Angeles County Assessor Appraiser through completing the Certificate. Application, successful completion of qualifying exams, and acceptance to the Department as well as additional classes will be required to become an Appraiser at the Office of the Los Angeles County Assessor.

Program Learning Outcomes:

Upon completion of this Certificate of Achievement, the student will be able to:

a. Utilize the three professionally accepted approaches to value, and demonstrate the ability to obtain and utilize the market information needed in each of the approaches to determine their estimate of fair market value.

b. Demonstrate an understanding of appraisal theory and methodology and demonstrate the ability to reconcile the important factors affecting the marketability and value of subject property to decide its value estimate.

c. Generate accurate property measurements and descriptions, prepare scale diagrams of residential structures, and compute the land area that is required to calculate a valuation.

Although 19 colleges in the Los Angeles and Orange County region offer Real Estate Appraiser programs, this program is a collaboration with the LA County Assessors Office. No other colleges have a program like the Real Estate Appraisal III Certificate of Achievement. The other programs in the same discipline in neighboring areas are listed below: 1. East Los Angeles College (ELAC) East Los Angeles College offers a 9-credit Real Estate Trainee Appraiser Skills Certificate. ELAC’s 3-course program includes basic and advanced appraisal courses, as well as a class in real estate economics.8 Even though their catalog states that the Skill Certificate offers the 150 required training hours for the California State BREA Appraiser Trainee license exam, according to BREA’s course provider’s website, it does not. It is missing, amongst other things, the required 15 hours USPAP course and the Residential Report Writing and Case Studies course. Our certificate does not negatively impact this certificate. 2. El Camino College, El Camino College Compton El Camino College and El Camino College Compton both offer a 27-credit certificate of achievement and a 27-credit associate's degree in real estate appraisal. Students are required to take coursework in real estate economics, real estate principles, real estate appraisal, and real estate finance in the associate's program. Students interested in the certificate program must have already earned an associate's degree or must be working towards one at the time of their enrollment.9 It is important to note that neither El Camino College’s certificate of achievement nor their associate degree in real estate meet the required 150 hours necessary to obtain a Trainee ‘s License even though their catalog indicates otherwise. This certificate also does not meet the required 30-credit course for the California State BREA Certified Residential Appraiser (AR) license exam. Our certificate does not negatively impact this certificate. 3. Palomar College, Mt. San Antonio College, Glendale College, and Saddleback College Palomar College Mt. San Antonio College, Glendale and Saddleback College both offer a Real Estate Appraiser Certificate of Achievement. The colleges are too far outside of our service are for our certificate to negatively impact them.
