Catalog Description

The Public Safety LGBTQ+ Awareness Certificate of Achievement examines the structure of the American criminal justice system and its relationship with the LGBTQ+ community. It provides an increased understanding of the LGBTQ+ community, with an emphasis on communities of color, for new and incumbent public safety personnel by meeting the requirements of California Penal Code section 13519.41.

Program Goal

The goals of the Public Safety LGBTQ+ Awareness Certificate of Achievement Program are to:

  1. Increase the cultural competence of public safety employees so they can more effectively serve members of the LGBTQ+ community.
  2. Improve the relationship and trust between criminal justice employees and members of the LGBTQ+ community.

Upon completion of this program, students will be able to:

  • Analyze the history of the LGBTQ+ community and policing in the contexts of race and class.
  • Explain the differences between sexual orientation and gender identity.
  • Recognize and apply the laws and civil rights related to the LGBTQ+ community.
  • Examine strategies for public safety agencies to build effective relationships and trust with the LGBTQ+ community.

Program Requirements Narrative

Although the training required by California Penal Code section 13519.41 can be presented in a variety of ways, AJ-55 Administration of Justice and the LGBTQ+ Community is the only credit course of its kind.  The two LGBT Studies courses are also unique to City College of San Francisco.  The three remaining administration of justice courses are offered widely around California and are part of the transfer degree program curriculum.

This certificate supports the training required for the 78,500 peace officers and the 8,000 9-1-1 dispatchers employed by over 600 law enforcement agencies in California pursuant to Penal Code Section 13519.41 including those who are responsible for providing that training. In addition, this certificate program provides training and education for the 33,780 firefighters and 21,430 EMS professional working in California.
