Catalog Description
The Real Estate Appraiser II Certificate of Achievement is designed to provide students with the required competencies to upgrade their careers in residential and commercial real estate appraisal. This certificate provides students with the legislatively-mandated education requirements for the California State BREA Certified Residential Appraiser (AR) license exam. This program is also designed to prepare students to pass the California State BREA Certified Residential Appraiser (AR) license exam.
Students are required to complete the Real Estate Appraiser I Certificate of Achievement (or the equivalent) before receiving the Real Estate Appraiser II Certificate of Achievement.
In addition to the 200 hours of basic education and the additional 36 college credit hours that this Certificate of Achievement provides, AR license applicants are required to complete a Fed & State Laws and Regs for CA Appraisers course that is offered as a non-credit course at West Los Angeles College before they can obtain their license. There are additional experience requirements for the AR license.

Program Goal
The Real Estate Appraiser II Certificate of Achievement is designed to provide students with the educational courses needed to upgrade their career within the real estate appraisal profession. To qualify to sit for the California State Bureau of Real Estate Appraisers (BREA) Certified Residential Appraiser (AR) license exam, applicants need at least 200 hours of education in real estate appraisal and they need to obtain additional general education college-level courses. There are 6 pathways that applicants can utilize to meet the college-level education requirement. This Certificate of Achievement meets pathway #3 which is 30 semester hours of general education college-level courses from an accredited college, junior college, community college or university. This certificate provides students with all the education requirements needed to sit for the California BREA Certified Residential Appraiser (AR) license exam.
Program Learning Outcomes:
Upon completion of this Certificate of Achievement, the student will be able to:
a. Meet the educational requirements to qualify to sit for the California State BREA licensing exam for the Certified Residential Appraiser (AR) license.
b. Have the requisite knowledge to pass the California State BREA Certified Residential Appraiser (AR) license exam.
c. Exceed the state average on the California State BREA Certified Residential Appraiser (AR) license exam.
d. Demonstrate mastery of the skills necessary to become a California State Certified Residential Appraiser (AR).
e. Enhance professional or career skills, i.e. improve job performance, obtain an appraiser license or qualify for either a hierarchical or lateral career move.

The California Bureau of Real Estate Appraisers (BREA) currently requires 200 hours of education in real estate appraisal as well as a general education college component to qualify to sit for the Certified Residential (AR) license examination. This Certificate of Achievement meets 1 of 6 pathways that you can use to meet the general and appraisal education requirements for the AR license. BREA also requires a Federal and California State Laws and Regulations course for the AR License. This course is offered as a non-credit course at West Los Angeles College.

The Real Estate Appraiser II Certificate of Achievement will be part of the college’s Career Technical Education program that prepares students for entry into specific occupations that do not necessarily require a degree. Like all CTE programs, The Real Estate Appraiser II Certificate of Achievement will offer students an opportunity to successfully prepare themselves for a career. The Real Estate Salesperson Certificate of Achievement will be in addition to the existing Real Estate Associate of Arts, the Real Estate Certificate of Achievement and the Real Estate Appraiser Trainee and Real Estate Assistant Skill Certificates at West Los Angeles College. Because the Real Estate Appraiser Trainee Skill Certificate is not transcripted, students will have access to more opportunities with The Real Estate Appraiser II Certificate of Achievement. The Real Estate Appraiser II Certificate of Achievement will be accompanied by the proposed Real Estate Appraiser I and the Real Estate Salesperson, and Real Estate Broker Certificates of Achievement which will qualify students to sit for the California State DRE and BREA Appraisal exams.

a. East Los Angeles College (ELAC)
East Los Angeles College offers a 9-credit Real Estate Trainee Appraiser Skills Certificate. ELAC’s 3-course program includes basic and advanced appraisal courses, as well as a class in real estate economics. Even though their catalog states that the Skill Certificate offers the 150 required training hours for the California State BREA Appraiser Trainee license exam, according to BREA’s course provider’s website, it does not. It is missing, amongst other things, the required 15 hours USPAP course and the Residential Report Writing and Case Studies course. Our certificate does not negatively impact this certificate.
b. El Camino College, El Camino College Compton
El Camino College and El Camino College Compton both offer a 27-credit certificate of achievement and a 27-credit associate's degree in real estate appraisal. Students are required to take coursework in real estate economics, real estate principles, real estate appraisal and real estate finance in the associate's program. Students interested in the certificate program must have already earned an associate's degree or must be working towards one at the time of their enrollment. It is important to note that neither El Camino College’s certificate of achievement nor their associate degree in real estate meet the required 150 hours necessary to obtain a Trainee ‘s License even though their catalog indicates otherwise. This certificate also does not meet the required 30-credit course for the California State BREA Certified Residential Appraiser (AR) license exam. Our certificate does not negatively impact this certificate.
c. Palomar College, Mt. San Antonio College, Glendale College and Saddleback College
Palomar College Mt. San Antonio College, Glendale and Saddleback College both offer a Real Estate Appraiser Certificate of Achievement. The colleges are too far outside of our service are for our certificate to negatively impact them.
