Catalog Description

The Residential License Appraiser Practicum I Certificate of Achievement (COA) is designed to provide an alternative to the traditional appraisal experience by offering practical, hands-on learning opportunities through a practicum environment. This certificate provides the required 1,000 practicum hours needed to qualify for the Residential License Appraiser (AL) license, as mandated by the Department of Consumer Affairs Bureau of Real Estate Appraisers (BREA). Students must have completed the Real Estate Appraiser I COA to enter the Residential License Appraiser Practicum I Program. 

Through this COA, students will fulfill the supervised practicum requirements necessary to take the Residential License Appraiser (AL) license. Recent legislation enables states to create practicum programs for licensing purposes, and this certificate offers a classroom-based pathway for students to complete their hours and move forward in their appraisal careers.

Program Goal

  1. Program Goals and Objectives:     

The Residential License Appraiser Practicum I Certificate of Achievement (COA) is designed to equip students with the necessary educational courses, labs, and work experience to advance within the real estate appraisal profession. To qualify for the Department of Consumer Affairs Bureau of Real Estate Appraisers (BREA) Residential License Appraiser (AL) license, applicants must complete at least 1,000 hours of work experience or a practicum program in real estate appraisal and fulfill additional general education college-level coursework requirements. 

This COA offers students the opportunity to complete the required practicum hours for licensing through a classroom-based program, as an alternative to the traditional supervisory model for gaining appraisal experience. This COA provides a pathway for aspiring appraisers to fulfill their required experience by applying the information they learned in their qualifying instructor supervised appraisal assignments.  Recent legislation allows states to develop practicum programs for licensing purposes. This certificate provides students with the necessary practicum hours to qualify for the BREA Residential License Appraiser (AL) license. 

To earn the Residential License Appraiser Practicum I Certificate of Achievement, students will be required to travel to various job sites with a mentor, where they will assess properties and accumulate the work experience hours needed to obtain the Residential License Appraiser license. 

Program Student Learning Outcomes (PSLO): 

Upon completion of the Residential License Appraiser Practicum I Certificate of Achievement (COA), students will be able to: 

  1. Through lecture and lab students will create appraisals that fit the criteria for the Residential License (AL) for appraisers including non-complex, one-to-four-unit residential properties with transaction amounts up to one million dollars ($1,000,000) and certain land. Through mentorship and work experience, they will learn how to apply appraisal standards and ethics in keeping USPAP appraisal practices.  
  2. Demonstrate practical appraisal experience by completing 1,000 hours of Residential License appraisal practicum, as required by the California Bureau of Real Estate Appraisers (BREA), and applying skills through real-world projects to qualify for the Residential License Appraiser license. 
  3. Master valuation methods by applying the Cost, Income, and Sales Comparison approaches in compliance with California real estate appraisal standards to accurately define and analyze residential appraisal problems. 
  4. Ensure ethical appraisal practices and USPAP compliance by adhering to the Uniform Standards of Professional Appraisal Practice (USPAP) and California state regulations to maintain ethical standards and meet licensure requirements. 
  5. Produce professional appraisal reports by developing comprehensive, well-supported reports that meet the requirements of the California BREA, regulatory standards, and client expectations, utilizing skills from coursework and field experience. 
  6. Understand California real estate markets by analyzing local and statewide real estate markets, considering property types, economic factors, and market influences specific to California in the valuation process. 
  7. Solve complex valuation problems by employing critical thinking to resolve residential appraisal issues in California’s dynamic real estate market and adapt to changing market conditions using real-world scenarios. 
  8. Utilize technology and appraisal tools by employing industry-standard software and data resources commonly used in California to conduct research, compile data, and generate accurate property valuations. 
  9. Communicate effectively and manage stakeholders by presenting appraisal findings clearly to clients, lenders, and stakeholders, while managing professional relationships with adherence to deadlines and California’s specific regulatory requirements. 
  10. Manage risk and ensure regulatory compliance by identifying and mitigating risks in California real estate transactions through thorough analysis and adherence to state laws, regulations, and industry standards.

The Residential License Appraiser Practicum I COA will be part of the college’s Career Technical Education (CTE) program that prepares students for entry into specific occupations that do not necessarily require a degree. Like all CTE programs, Residential License Appraiser Practicum I COA will offer students an opportunity to successfully prepare themselves for a career. 

The Residential License Appraiser Practicum I COA will be in addition to the existing Real Estate Associate of Arts, the Real Estate COA, the Real Estate Salesperson COA, the Real Estate Broker COA, the Real Estate Appraiser I COA, the Real Estate Appraiser II, and the Real Estate Appraiser III COA.

  1. El Camino College 

El Camino College offers a certificate of achievement in real estate appraisal. Students are required to take coursework in real estate principles, and real estate appraisal. It is important to note that El Camino College’s certificate of achievement does not meet the required 150 hours necessary to obtain a BREA Trainee ‘s license even though their catalog indicates otherwise. This certificate also does not meet the required 30-credit course for the California State BREA Certified Residential License Appraiser (AR) license.  Our certificate does not negatively impact this certificate.
